PIARC Technical Committees

Until the last Congress edition, the Technical Committee in charge of Winter Service, was the only committee of the World Road Association involved in the organization of the International Winter Road Congress every four years.

For the 14th International Winter Road Congress, two other technical committees were invited to participate, TC 3.3 on Road Tunnel Operations and TC 4.3 on Road Bridges, to round out the Congress technical programme. This year, the event was hosted by Andorra, a country with an extensive network of major tunnels and bridges, all of which are exposed to the rigors of winter road conditions.

Of the eight topics presented at the Congress's technical sessions, Topic 7, Road Tunnels in Winter Conditions, and Topic 8, Road Bridges in Winter Conditions, were chosen with the two invited technical committees in mind.

2.4 Winter service
